This game made me cry so many times I loved Crisis Core, I personally think it's THE best PSP game.

You should play through it yourself, the gameplay's alright, but the story is the likes of which I've never seen in any other game.

The dark brotherhood quest in Oblivion(you know the one).
Lunar:The Silver Star made me cry but in a happy/loving way.
FarCry 2 After what you do to your friends.
Gears of war 2 When Ben Carmine dies (He was my favorite character).

I couldn't count on my hands alone the number of times I wanted to scream, "IT'S FULL OF STARS!" because I was no longer able to cope with what was presented to me.

If anyone doesn't know what I'm talking about, look up The Dark Id's playthrough of it in the Let's Play Archive. I think he sums up the average player's feelings on it.

The ending of Half-Life 2: Episode Two.

Each word was wonderfully said, the emotions were right, atmosphere was helpless.

Magnificent and very saddening. Won't post for spoilers.

Oh, and Portal: Prelude. While it's mod, the game is great if unforgivingly challenging and the ending was something that would make Valve proud... even if little sense is made.

The Opera scene in FF III/VI.

Yeah it was just a meta-story but still, something about the music and the atmosphere really conveyed the sorrow of having the love your life taken from you only to be forced into a loveless union with a despot.

....a scene which was then dunked in silly juice right at the end. Damn you, Locke!

This is mine, I love how he dies from exhaustion and not actually wounds. No matter how many try he just kills enemy one after another as the attack him, they eventually stop trying fearing him a demon. Eventually reaching Ieyasu, he calls Yukimura the greatest warrior in the land. Heart full of pride, he passes peacefully knowing he was the last, true, and greatest samurai in Japan. Truly the greatest death a warrior could ask for.

Historical fact, he did die of exhaustion, but he never reached Ieyasu, instead in the middle of a crowd of enemy soldiers he declared none of them could defeat him in combat and he will leave this world the greatest warrior in Japan (or something to that effect), and then died shortly after from said exhaustion.
