For all of you wondering why the government is just dishing out money and tax credits, we have a really big problem here in Canada, and mainly in Ontario.
We have two universities in Ontario that put out very, very good software engineers and computer scientists; University of Toronto and University of Waterloo (and yes, I'm a graduating student from one of these universities). The thing is, American companies just come here and pluck all our talent - and why shouldn't we go with them? They offer amazing pay and comparatively, there is just fuck all work for a software developer in Ontario.
We've named this problem "brain drain" as most of our "brains" aka, well educated software developers are draining to America. The Government is trying its damnedest to create interesting software studios and positions in the country and to keep it's talent pool in the country and IMO it's working. It will still be a few years before we see the true benefits from it, but so far things have been on the up and up.
