The legal definition speaks of "acts of sexual intercourse", and if that would just mean penetration women could never be convicted of rape. No experience with super sexy sisters, but I can say threesomes are a two-headed coin.

On one hand, two partners equals twice the naughty bits to play with, and two dirty minds are usually better than one. If you're into a bit of kink - I am - the sister thing could be interesting... you know, like, once or twice. Incestuous lesbian sisters are not long term relationship material.

On the other hand, another person adds more 'work' needed to ensure everyone is getting theirs, so to speak. Its not a big issue during some drunken fling, but anything over the long term is likely going to get old fast. If you're the 'I got mine!' kinda person, then that wont really be an issue.
What CAN be an issue during a fling is relationship crap... Jealousy is rarely in short supply, and adding a third partner to the sexual mix can really bring that out of some people.

Which is:
1. the unlawful compelling of a person through physical force or duress to have sexual intercourse.
2.
any act of sexual intercourse that is forced upon a person.

Ah, well technically sexual intercourse [http://en.wikipedia.org/wiki/Sexual_intercourse] isn't limited in definition to penetration of the vagina by the penis, and can extend to oral sex, anal sex, etc.
So technically, by definition, girl-on-girl could be incest. So put that in your pipe and smoke it.
