but... was she really a villain? Yes, she was a Sith at one point, but her main goal was either to destroy the force, and end all of its machinations and not allow any further jedi or sith to manipulate the galaxy, as they had been doing for thousands of years and just let regular people do the deciding?

Or her plan was to get you ready for the trials the Exile would face, both in resurrecting the Jedi order, or assisting Revan in doing..whatever the hell Revan was trying to do. And with all her plotting and backstabbing, who did she really hurt? The sith lords. And who did she end up helping? You, the jedi, and the republic. Sure she never came out and said any of these things, in fact the exact opposite on many occasions, but.. her main point was always trust in action and consequences, not what people tell you.

So I guess what I'm trying to say is yeah, hero or villain or her own damn category, Kreia is one of the best written characters ever.

Those Snake Arms were pretty cool. Solidious actualy is a indirect major factor in 4, though he gets little credit.

Adachi from Persona 4, very nonthreatening and incompetent, till his big reveal. though his motivation is what makes him great: He just wants to have some fun. The guys had a fairly crapsack life: he's stuck in boring Inaba after living in the big city, women hate him and his partner treats him like an idiot then he gets a bitching power to enter a TV world and uses it to liven the place up. There's just something I like about a villain like that, the crazy in it for the fun kind of villain. He also has what I call Lelouch's slimy good guy voice,which is awesome

Right behind that, Admiral Piett. It's an RPGist's dream. You can almost see him level in Empire Strikes Back.
Agreed, Tarkin was more powerful than Vader in the Empire. If he had simply put a metal grating on that exhaust port, then he surely would have conqured the Galaxy with the Death Star.

Yet, he is considered a minor role in the Galactic Civil War (by fans) because of this miscalculation.

I would say, Darth Maul, and Revan from Star wars.

Venom from comic books (primarily because hes getting lumped into that anti hero category)

Kefka from Final Fantasy (simply because hes perhaps the greatest villain in fiction, but still gets overshadowed by Sephiroth as it relates to the franchise.)

Ra's al Ghul from Batman Begins. Everyone goes on about the Joker but Ra's has apparently destroyed entire cities in the past. The train ride at the end was obviously a suicide mission, meaning he had another successor ready to carry on his work afterwards.

General Glaeser in Front Mission 4. He subverts control of the most elite division of the German army with double agents without anyone noticing. Not for money or power or even his country, but because he's good enough at executing fancy, machiavellian plans that he likes doing them for their own sake, results be damned.

Gabriel in Rainbow Six Vegas, except for the part in two where he turned stupid. I mean, he was a Mexican terrorist who was able to to infiltrate a top secret organization, become a trusted member of an elite team, betray and surprise everyone, and then launch a nuke at the United States. Too bad he bought a gunship in the second game that literally was incapable of shooting through flower pots, if it wasn't for that thing, he would be free do do whatever he wanted.
