Raziel from the Legacy of Kain Francise.

He's a badass, a soul eater, and speaks like he read the world's most complex theasuarus, if I spelled that word correctly.

Glitch from Metal Arms. He truly deserves a sequel, I think that's all there is too it.

That black guy from Mirror's Edge who shows up in one cutsceen then disappears, as far as I'm aware he's underrated, in that he has no rating.

Seriously, who the fuck was that guy?

Captain MacMillan was my favorite part of CoD4, he's just...awesome. Don't know if you could consider him "Underrated" though.

There was Luigi's Mansion, which I thought was an incredibly epic game. Or do you mean a Luigi game in the more common Mario platforming style like Sunshine or Galaxies?

The supporting characters in the Dark Cloud (Chronicle) games. Namely the mayor of Brimstone, Seda and the mechanic guy who's name I can't remember, though I think it was Cid.

Seda, yeah... He started out like he might've been a jerk, but he turned out alright in the end. He even gave his life.

I'm going with the mysterious Wang on this one. He is an old Yakuza boss who fights with a grenade launcher. And you fight him on top of a skyscraper.

Rtas Vadum from the Halo series, also known as Half Jaw. The elite commander in white armor who has only half his manibles due to some kind of accident. He was awesome and while it is true he was brought back in Halo 3 as a bit of fan service still I feel he could have gotten a little more attention.
His voice was so cool.

Paine from FFX-2, she was awesome but everybody seemed to blame the lack of "fan-appeal" of the game to her, as if she'd eaten Auron or something...
