Why/when did cheating yourself become a subject for hard line retribution?
It's not cheating yourself, it's cheating
against others. That's part of the whole 'Multiplayer' aspect?
Which is one of the reasons why the move to Social media/MP on all games is a bad one.

We all used to type in "IDKFA" and not worry at all about unbalancing the game. Why is it suddenly SO SERIOUS!!!!!!1111!!!
If they'd hacked their characters to make them invincible, would you have the same view?
They're near invincible. OK, "IDDQD" then. They're now flashing like a sore thumb.
Why is punishing people for knowingly cheating in a multiplayer game suddenly a bad thing?
When almost every game is multiplayer and every game has cheats? If you're making a game where you can damage the system purely by not following the exacting systems allowed, then you've made a bad game. You'd left the exploit there waiting for people to find it. (See Hot Coffee)

Worst possible case scenario: Some eedjet get to the top of the leaderboards. OH NOEZ!
Or you get a reputation of letting cheaters get away with their actions which could harm your chances of bringing in future customers.
Do you think anyone would be put off buying a game because "On the last game you could cheat"? Do you honestly believe that one person here would have that as their reason?
Is it more likely that people aren't touching games because "those 'Nazis'(sic) banned my character for "no good" reason?
Even if you find and exploit a cheat that makes you the God of Everything by holding your buttocks while double jumping, why would people exact Divine Retribution on people stupid enough to do that?
Why not..y'know, just reverse it? Cheats are rarely subtle.
How about you design a game that isn't built around a leaderboard based linear progression of time-sinks, and instead go for a game about personal achievement? Like we used to have? Then you can cheat as much as you like.
Better yet, don't rely on targetting systems for an MMO. Hit boxes are always a nightmare to code. Monster in way of sword? Sword hit monster. Even if Monster is dancing. In fact, double damage if dancing.
