Of course it can. Pretty much any engine can make an RTS game, source isn't optimised for it though.
They are taking long enough to develop stuff for an engine they already have, developing a new engine for a new genre, they are NOT a big company
dont get me wrong, im sure they would do a great job and i probably would enjoy it, however, it would take a much larger workforce to do it properly without severely interrupting their other projects
but, as i said, it would be interesting

I do, however, believe that if they get proper funding and a talented project lead, they'd be able to hire a new team for RTS development in no time.

One of the best CRPGs uses the Source engine, in fact it was the first game released using the Source engine, Vampire the Masquerade: Bloodlines. Play that then we'll talk, also Alien Swarm uses the Source Engine, so they don't have to be all FPSs.

There really is no such thing as a "racing engine" or "FPS engine" anymore. With the intervention of physics, there's little you'd have to adjust on an FPS engine in order to create a racing game since how the object act aren't quite genre-specific anymore. Implement proper analog/steering wheel support, and maybe crash-able models and vacuums and it's set.

Then, if we're talking RPGs, RTSes, 3rd-Person shooters, I don't think it needs to add anything to the engine. Heck, I'll even make a wild guess and say it's within possibility to create a God of War-like game in unmodified source, though it would lack many of the gore possibilities in GOW.
I don't mean player made vehicles, I mean the Jeep from HL2 and the car from Episode 2 which you can use in garry's mod.

Games are made better, not through a genius initial design, but through constant iteration, tweeking, and evolving. This is why sequals are, if not unique enough to perk up peoples interests, generally better made then the original. Having a game like TF2, which is essentially in a constant Beta state, is perhaps the best thing a game designer can do. Its very similar with L4D2s weekly mutations, and even bears some similarity to the large number of User mods, out there constantly putting new ideas to the test. And this is why when you just describe a Valve game (Except Portal), their work sounds like rehashes of old concepts, but in practice, take on a level of polish unprecedented by other developers.

i see nothing wrong with a source engine first person RPG game... oblivion is in 1st person .. so is fallout but it probably would take them half a decade to make ...
Not to mention the fact that there already are RPGs on the source engine. Vampire: The Masquerade - Bloodlines was actually the first source game ever completed. Valve time actually delayed its release because Half Life 2 wanted to be the first released.

Dark Messiah is labeled as an RPG as well, and it has one of the most entertaining combat systems that I've ever played with.

A lot of people have that problem, everyone who hasn't been into it from the start will have a steep learning curve starting now. Back in the early days all classes only had one load out, no hats, not much anything. Pyro couldn't even blast things back.
Now all classes have at least one extra weapon/item for each slot, each with their unique benefits and drawbacks that you have to learn. It's never fun getting killed because of a rule you didn't know.
I've tried to get a few people into it, but they just can't get into it because it's so confusing.
They've added a "Training" button in the menu after the OSX release, might want to check that out. I don't have any clue what it pits you up against.
I could still kill people and do decent enough as I can do in most FPS games, but the problem is I'd be hooked on it for a weekend or maybe a week, then just completely lose all interest in it after that.

I just got TF2 4 months ago. I had nothing. Now I have almost every weapon, 2 hats and am about to get my third. My K/D is horrible, but I am one of the best at actually performing the objectives. My most played class (Demoman) has more than 20 hours, and all others are at 5 at the absolute minimum. So yeah, I got addicted.

There were times when I wondered "WTF" for some weapons, like the Eyelander and Bonk!, yet they never seemed out of place in the TF2 world. Hopefully with these "experiments", we can see some similar weapons implimented in other Valve games. Claymores in Ep 3? Chainguns that slow down zombies in L4D2? Maybe...
