If Valve released each individual update on XBL, Microsoft would charge money for every update A la Crash Course. Meaning Valve can either release all the updates at once on the X Box, and get accused of taking forever, and not properly supporting the game in the meanwhile, or they can be forced to charge for every update, and get accused of Nickle and Dimeing its customers. There's no pleasing some people.
A lot of people also complain that they released he game on X Box without a sufficient amount of content. Oh yeah totally. You only got TF2 with a limited number of maps. And Portal. And Half Life 2. And Episode 1. And episode 2. In a single game. Yeah, that complaint doesn't really hold water. It simply means that Console buyers got great deal instead of an unbelievably fantastic deal, and when Valve tried to update it, Microsoft shut them down. Yes, TF2 is better on PC, but console players were hardly hosed. Its just that on different platforms, Valve has to play by the less consumer friendly rules of those respective platforms. Its a lesson that Valve has learned, and are trying to fix, in the meantime they still have supplied a great product. Why does every criticism, especially of things that a lot of people like, have to be a massive accusation of evil cooperation exploitation? Valve did a good job with room for improvement, and are working on it. You can't ask for any more ten that.
