It does happen and yes it can be very annoying. I had a vampire attack in Whiterun which ended up with both shopkeepers at Warmaiden's being killed. I reloaded because that's obviously massively inconvenient to have 2 merchants less to sell items too.
However, it also happened in Windhelm and 5 minor characters were murdered. I didn't bother reloading as none of them were obviously important for anything else I had to do and I actually quite like the Vampire raids. I am playing on Master difficulty and I'm level 70, so if Vampires do attack they kill a shit load of NPCs.
