I have to say, why does my retail copy of Fallout: New Vegas Ultimate Edition NEED me to make a steam account, bullshit, I bought it retail so I could avoid the mess of an installation that is steam...
While i am a fanboy of valve and steam, that is the one issue that irkes me about the service. Nobody should be FORCED to use steam, especially if they bought retail.

I will admit that steam is bad for stuff like this. I bought the Sims 3 from them and it won't work on my computer so after trying everything I found and contacting EA, I contacted Steam asking for a refund. They refused. No reason given, just refusal.

Well, sorry Steam. It's not my fault you sold me a game that doesn't work.

That's not a problem with steam or ea, it's a problem with your computer and the developers, sims 3 works fine on my computer but othergames don't because not wert game works on every computer. Steam can't give out refunds for stuff like that. They wouldn't of refunded anyone in the whole rage shot because it was not their problem.

Uuuuhhh... wut?
I've redownloaded games many many times for no extra cost.
Yeah, I was going to say this...

I've uninstalled and redownloaded games 4 or 5 times in the past, and I'm almost positive there's no limit, so either Steam is seriously messed up for you, or you're an idiot.
How can he redownload it if it doesn't show up? That's the issue, if it's just disappeared completely, even from his steam games list, which is where you redownload it from, how could he get it back?

Did you consider that you should have made sure your PC could run it before purchasing it? 'Cause it is probably your computer, and that is definitely not refund-worthy.

Yes I did. My computer met with all the standards. And it was not my computer because what I need to do to fix it was delete some corrupt files that came with the game but it wouldn't let me do that without deleting the whole game.

If my computer is up to the standers but the game won't work for some other reason I think I am entitled to a refund. I'm not trying to blame Steam for the problem, I just think they shouldn't refuse my request for a refund without giving a reason whatsoever.

See but that the thing, it's not my computer. I checked to make sure I could run it. I do that with all games because of issues like this. It was a problem with the game files that I could not fix. I probably should have been more specific, sorry, I can understand why you would think this. But even if it's not Steams fault they still sold me a faulty game that I can't play for reasons I can't fix. I'm not being to unreasonable when I ask for a refund.

Also, isn't EA the developers of the sims? Forgive me if I'm wrong that's just what I thought...

Couldn't you just delete and reinstall?

I understand that might be annoying, but it hardly seems a reason to ask for a refund. Steam isn't itunes, you retain the rights to things even after you delete them.

Steam does allow you to edit files all you want. I am running San Andreas Multiplayer on Steam. Just go into the folder in Steamapps, and delete the corrupt files, then validate game-cache and Steam will pick up the files, and ONLY the files that are missing.

Not much more to add really... you seem to have a proof of purchase so contact customer support. I had this issue once when I tried to buy Oddworld: Stranger's Wrath. I eventually got a refund. I then bought it on GoG.

And that's my story. Also, whenever you're looking to buy older games, always check GoG first. Chances are they have it, along with a bunch of extras to go along with it, for $10 or less. And it'll work on modern operating systems.

I'll stop pimping GoG now. Reluctantly.
This is a post in which I agree with Irridium. Later on, we high five and then go about our normal day business of long-distance bear punting.

Good for you, I still can't. I don't know why, maybe I just can't find the option, but I've searched quite thoroughly.
Right click your game > "Delete local content" > Right click the same game > "Install game"

If you can't do that then you've fucked it up and should reinstall Steam. If that still doesn't work then you're in shit and should get customer support called on 7 different phones.

Oh, that's easily solved, its happened to me quite a lot. You have to right click the game, go to properties, then find the option to validate game cache. Then you pick tha and steam will find the missing files and redownlod them and only them. It'll be about 100mb at most, so it's not that bad. That mist of been the reason steam refused a refund, because the fix is so easy. Hope it works though, if not something else is wrong, and you can pm me and I'll try find a fix. Also, the sims are developed by a developer called the sims studio, I dont think ea itself makes any games.

If you bought it then you should've gotten a receipt to print out or have it in your transactions history. If it's nowhere to be found in your library, open a ticket and contact customer support. I know we gamers have a bad rap for being petty and loose with expletives, but $10 hardly seems worth a vent post and obligatory death threat.

So, I found the game on Steam, set up a new account just to purchase it (long story, don't ask),

sat through a brief download,

The game is now NOWHERE TO BE FOUND on my computer. I checked the Steam library, my downloads, my games folder,

Steam won't allow me to re-download a game I've already paid for for free
Make sure you didn't accidentally filter out all games by running a search for random letters.

If you own Deus Ex, your library will look like this:

You can right-click on it to download it again at any time. You could finish the download, delete and then download it again all day. If you own it, the game will always be in that window for you.

It's good you want to play the first Deus Ex, it is one of the best games I ever played.

And before raging, you better contact their support. No software is perfect, but their support usually resolves any problem very quickly in the customer's favour.

I've had a simliar problem yesterday. I bought a game and after i paid with PayPal, steam said
there were an error. the Money were send but i couldn't find it in the library.
long story short:contact the customer support. give detailed informations about what you
did when you bought it (checked the eula(?), whats your payment option etc.).
Post it with the right informations in the dropdown boxes. (payment issues, Choose the title, your OS, account name). they answered me 30 minutes after i send the request.
i had to make screenshots of my paypal transaction for this game. and another 30 minutes later, they said i should restart steam and then i could download/play the game.

Guys, as much as I've appreciated the help (and I most certainly have - after spending so many years on Youtube it's refreshing to see such kindness from internet users), nothing is working. I'm serious, nothing any of you recommended has worked. Again, it's not in the library, it's not hidden behind any filters, I can NOT redownload, and Steam will NOT pay attention to my cries for help.

Furthermore, without wanting to sound rude, I would also point out that I actually didn't ask for help, though again, I really, really do appreciate everyone's generosity.

One other thing, did you check your bank statement to see if the transaction is pending rather than completed? That has happened to me before. Pending does withhold funds but also means the transaction hasn't been completed. If so then funds haven't been released to Steam and thus you aren't entitled to the game yet.
Other than that just be patient, it is the weekend and Steam's support may be understaffed until Monday. They will contact you just have a little patience.

I don't know what weird version of Steam you are using but I can download my games as many times as I want. If a game is already downloaded you can verify its contents have downloaded correctly.

I am sensing a big PEBKAC error here.
PEBKAC is a virus no removal tool can solve.
