Villians that weren't actually doing anything Illegal.

What villain seemed to be just doing their job,making some money out of idiots or just your regular scam artist?

My one is the villain from Inspector Gadget,the film. He was just selling military hardware,and it was actually doing good! He was giving out robots so that he could technically end war (The Humans don't fight each other!) and possibly make Civilian tech out of it.

1) Andrew Ryan wasn't the villain, or even -a- villain. Would you kindly consider the rest of the game?
2) Absolutely his actions were legal. He didn't break any laws; he simply -couldn't- because he -made- that laws of that undersea nation. It's a logical impossibility.

Wow that speed racer kid isn't anything special, ten of us are lapping the no talent little ego maniac... Holy crap! He's murdering the other racers! Jesus I know you suck you just cut a guy in half at 200 miles a hour, jumped and crashed down on someones skull with your cheating ass car and then you drove over a moutain off the race course, then underwater you cheating turd and the last guy who was beating you just got stabbed with a mechanic flying hawk!!! WTF!!!! This guys no hero! He's not even a racer......tell me he didn't leave a trail of dead with his super cheat car...
