The Baddie From Quantum Of Solace. Something Greene I think his name was, he didnt do anything bad from what I could tell from the movies abysmal storytelling.

It was a pants movie anyway.

I'm pretty sure Scaramanga (or however you spell it) in the James Bond film the Man With the Golden Gun was just building some kind of renewable energy power plant... Or at least that's why MI6 were after him.

He has the highest non-genocide orientated murder count in the DC universe
He threw a baby at a woman, then killed her for catching him
He shot out the spine of Jim Gordon's daughter, paralyzing her for life
He proceeded to kidnapping Gordon, stripping him naked, made him be tortured by weird deformed insane babies NAKED, whilst people laughed at him, then showed him pictures of his naked and violated bleeding daughter
He beat Robin, who was still legally a child, to death with a pipe
At one point he stole the power of an omnipotent being, fucked up the universe, and subjected Batman to near eternal torture, never ending his torment
He abuses his on-off again girlfriend Harley to the point of fatal wounds
He's bombed masses of civilians for giggles
He restrained several GCPD officers, dressed them in costumes to make them look like him, then got them shot by a police sniper with a grudge against The Joker
He Jokerized all of the metahumans in Slabside Penitentiary, making himself an army of insane supervillains who nearly literally destroyed the world.

He's committed genocide, first, second and third-degree murder, he's pillaged, bombed, extorted, robbed, driven people insane, tortured, and has been a bit of a dick overall.

People, combined, have NOT done worse. Please note all of these examples are canonical to the Comics, don't even get me started on the various spin-offs.

On topic: Probably has to be Andrew Ryan, he didn't really do anything illegal, seeing as he WROTE the laws of his city. He wasn't in the right, but he wasn't doing anything illegal.
