To clarify , this IS a Surge sequel.
3W, the only truly sentient robot, has gone mad. The pressures of the illogical world crowd in, and without the familiar fixed paths of his past his mind caved in. Perhaps, if he has joined the world in it's madness, he has in fact gone sane. He cannot be sure, but at least he has a soul now.
1W, the culmination of Dr Carter's work, has been running the Company since the death of his mother. Without her stabilising influence, he too approaches madness, but his is subtler. He believes it was Carter's fixation with the supers, and his brothers subsequent interventions, that caused her death, and now he desires revenge. With the Company's vast resources, he has been bust making life harsh for supers, and new laws now exist against them. He seeks also for his wayward brother, who has become a focus of his hatred
Until now, attempts against 3W have been unsuccessful; his design and unique sentience has made him nigh invulnerable, but as his mental state deteriorates, the Company see a weakness, and a trap is set in the City of Urbis, away in the desert
Rumours are abroad. Scattered through the internet and hinted at in more 'conventional' media, spread by virus and hidden in word of mouth, tiny pieces of information disperse across the world, too small for the uninformed, but if even a fraction were to reach a paranoid supercomputer hidden somewhere on the American continent, perhaps they might point to Urbis.
Trouble is, no plan ever works perfectly. A message cannot be totally proof against interception, and it so happens that other recipients, equally unusual int heir own ways, also detect the bait as it spreads. Supers across the country converge, unconsciously, on the city of Urbis.
The Company is waiting. The supers are converging. 3W is coming, and a storm is brewing

A year has passed, counting from the end of Surge (for we do not speak of the other one). Any continuing characters have dispersed, and with the new laws requiring supers to submit themselves for Company research, have separated for safety. You have heard nothing, but now you all fell, without knowing why, the Urbis is the place to be.
New characters, on the other hand, are either unaware of their powers or oppressed by the multitude of anti-super legislation. They too are drawn to Urbis, and equally they have no idea why.
