Despite being a demon, and thus essentially a physical personification of evil, Axel managed to get into Heaven/Elysium/Whatever-the-name-of-the-good-afterlife-is...With a good word from Thanatos, of course.
Then he went on to do...whatever it is one does in the good afterlife. Whatever he wanted I suppose. So he threw concerts and had a TV show and was generally a celebrity amongst all the angels and dead folk. Reviving the glory days for all eternity made Axel a happy fellow.
Also, his family cashed in on the one smart decision he ever made; buying life insurance. Thanks to that, his kid siblings and sick mother were able to survive long enough that they got jobs and became functioning members of society, and thus avoided starving to death.
Flonne eventually did go back and fulfill her promise to Jean and Phoenix to pay them a visit, though it took her nearly a decade-and-a-half to do so.
Part of this was due to her getting caught up with various things and eventually being let back into Celestia...but most of it was because she had completely forgotten for several years until she eventually stumbled across her loot from Earth that she had kept as mementos and suddenly remembered. When she did finally get around to showing up at Thanatos' mansion...after getting lost on Earth for a year from having forgotten the directions Etna gave her...she looked considerably different from how she did when she left.
Unfortunately, due to her own directional incompetence, she only had about two days left in her vacation to spend with Jean and Phoenix by the time she made it to the Mansion. So she caught up with them and let them know about what she had been up to, mainly getting accepted back into Celestia and even being made an Archangel (she stretched how long that took to cover for the fact that she had forgotten about Jean and Phoenix for a while).
Afterwards, she said her goodbyes and left again. But, she kept coming by for a few days every year when she could, not wanting to lose contact with old friends.

Technically this is the theme for another character from Disgaea (in case the visual didn't tip you off), but it's still essentially the same song as Flonne's actual theme. I just happen to like this one better.

After that, she used all the money she earned on Earth to hire a massive army of Prinnies to take over a planet for her so she could declare herself the supreme ruler of all life upon it.
When that didn't work, she challenged the planet's leaders to open combat. After killing them in an incredibly quick and notably unsportsmanlike manner, she declared herself Beauty Queen Ultimate Overlord Etna and had herself a great big throne built in a great big castle, and thus began her reign of darkness that lasted for over a thousand years.
Of course, reign of darkness is a rather...subjective description. Aside from forcing a new 'Overlord Etna' tax upon the inhabitants, nothing really changed all that much. Etna preferred to spend her time lounging about her castle, takin' 'er easy by watching TV, playing video games, and eating sweets, as opposed to doing things like performing ritualistic slaughter and/or engaging in imperialistic wars that one might actually expect from a malevolent dictator.
Etna occasionally popped back to Earth to visit her acquaintances, since aside from Laharl and Flonne she really didn't have anyone else's face to rub her success in aside from the people she had met there.
