This is Koromaru, a character from Persona 3. He is an extremely intelligent (has been known to enjoy shows about the courageous acts of real people, understands human speech, but doesn't speak it) white dog with unusual red eyes, I'm pretty sure the wing things were described as just decoration, I could be wrong on that though, correct me if I am.
Edit: He also has a red legband that says S.E.E.S. He is fiercely loyal, with his backstory being based on the famous dog Hachiko [http://en.wikipedia.org/wiki/Hachik%C5%8D], the same dog that Frys dog Seymour is based on in the episode "Jurassic Bark" of Futurama. He is equipped with a knife, protective clothing, and an "evoker" (more on that later)
Abilities: Koromaru has the ability to summon his Persona. A Persona is the strength of ones heart and mind made manifest and able to use powerful abilities. Koromaru has the Persona known as Cerberus, pictured below. Cerberus is able to use fire based abilities. He also uses darkness abilities but since those are usually a one hit kill (with a very low accuracy) I just won't use them

A Persona cannot be used in the real world (except in extreme circumstances) without the use of an evoker, which is a device usually modeled in the shape of a gun that when activated allows one to release their Persona. Koromarus is a modified version for dogs
