Is not the Principality of Andorra not a democracy? It's run by two princes, one the president of France, which, ok, democracy, but the other is a Spanish bishop, which, not democratic.

Andorra, Liechtenstein annd others do have a head of state that is not democratically elected but also a constitution that gives the population quite significant powers. This is probably counted as democracy.
