Come to think of it...the show's actually a lot farther from subtle than I thought. This is blatant appealing to the internet culture, and you all bought it hook, line, and sinker.
First, you can't intentionally create memes. A meme is something that is created when a group of people find something funny. It often manifests itself as a phrase or maybe a reaction picture. But it doesn't become a meme before it spreads outside the original fanbase. However, if the fanbase is big enough, that doesn't necessarily have to happen.

Second, here is Derpy:

She is the result of a bored animator. The internet being the internet blew this way out of proportions. But she ended up becoming a nice little inside joke between the animators and the fanbase, and she got some extra seconds worth of screentime.
And she's never mentioned by name in the show.

Third, do you know how many references this show makes to Doctor Who? None.
Doctor Whooves is something the fanbase created because someone thought this pony:

Looked like David Tennant. And he's far from the only one with that hourglass mark on his flank.
Did you see any Doctor Who references? No? Neither did I.
It's something created by the fanbase, because that's what a fanbase tends to do.

And could you please show me some proof of this show blatantly trying to appeal to the "internet culture". Because honestly, I can't see it.
