Well I don't know about the world, but heres a good start with America. Why don't we make everyone read The Constitution. Now THERE is a revolutionary idea.

Haha, no, seriously though, I'd say either The Colour of Magic or The Hitchhiker's Guide To The Galaxy...

I honestly can't think of any other book I think everyone else should read.

I suppose they could be forced to read Growth of the soil, just so everyone has a taste of what true excruciating boredom feels like.

EDIT: The one mandatory play, however, should be Cyrano de Bergerac.

I used to think that Lord of the Rings should be required reading, not just because it's good but also because of its complexity and influence on the fantasy genre. But if we're really talking about something that everybody has to read...I think it's too long and wordy to expect every literate person in the world to read it. Sure, those are two of the things I like about it, but most of the people I've talked to have said that they tried to read it, but got turned off by something or got bored. I'm afraid that holding LotR up as "the" standard of literature by making everyone read it would discourage a lot of people from reading.

Instead, I would suggest The Hobbit (same great Tolkien, but much more accessible), The Alchemist (the reasons why have been covered in other posts), or maybe A Thousand Splendid Suns or The Kite Runner (both by Khaled Hosseini, illustrating the suffering of some Afghans over the last 40 or so years because of the unstable and repressive government). Or possibly The Book Thief.
