Either turn of the century, set in Vienna, Paris, London, and New York. But especially Vienna, probably the most amazingly multicultural city in the world at that point.
Or, a free-roam RPG set in 50 BC Rome. I don't know why this hasn't been attempted yet, it seems like the perfect setting for an RPG with its labyrinthine politics, famous cultural setting, and deep mythology and history. You play the son or daughter of a disgraced senator and your mission in life is to restore your family's name (the obvious twist, of course, being that your father was a bad guy). As a son, you can run for office, join the military etc. As a daughter, you play more like a thief/spy/power broker since the official routes to power are closed. And you know who should make the game? Rockstar. Come on, search your heart, you know it to be true.
