If, for all intents and purposes, there was suddenly a discovery of an island in the Carribean the size of the U.K., and people decided for you to to lead it.

You are given a huge amount of money(I'm not going to elaborate on that because of all the conversions that would be needed to do), and around 400 people.

You have free reign on how the money is spent, how to rule, etc. Basically, you're the island's leader.

With all that said, what would you do?

I was thinking about this a few days ago, but with a smaller island.

243,610 km2 (79th)
94,060 sq mi
is WAAAAAY too large for 400 people. I would first make the Bureau Of Immigration and Tourism to advertise the nation's prospects for great financial gain and great opportunity and even greater potential for tourists looking for a good time.

I would have a tax code that encourages helping people immigrate and bring currency into the country. Starting ones own business would be greatly encouraged. Farm machinery would be imported and developed further for cash crops such as cannabis, poppy, cotton. Food crops would also be greatly encouraged and supported. Massive materials would be taken in to create beachfront properties geared toward tourism. Science would also be greatly encouraged and as a scientist in other countries, or even teachers, would hopefully come in droves due to the freedom to study what they want with no moral hindrances and huge cash bonuses. A large national guard from the recently immigrated would be as capable hopefully as the US coast guard, only smaller.

Basically, it's like a video game:

1. Increase Population
2. Develop ways to collect resources
3. Collect Resources
4. Develop infrastructure for research and civil development.
5. Make Alliances
6. Develop Tourism
7. Develop A skilled population.

I'd probably come up with more stuff if I was actually put into the situation.
