-Mandatory eugenics. Nothing ethnic or racial, just trying to distill all the best traits into individuals. This would be achieved through cautious genetic modification and selective breeding (you want kids, go overpopulate some other country with your inferior offspring).
-Mandatory military service from the ages of 20-24, or civil service from the ages of 18-30. If that seems like a long time, consider it repayment for your new, longer lifespan. We'd be strongly diplomatic, but it's hard to convince someone not to mess with you unless you're either showing adequate deterrent, or entering an extortion scheme with a nation that is a deterrent in and of itself, like the United States. We'd prefer political autonomy, and therefore would opt for deterrent. The compulsory service may end once synthetic beings become a viable military option.
-Absolute separation of church and state. Everything would be completely secular. Citizens and government employees alike are free to practice their religion in the privacy of their own homes, but they are not allowed to push a religious agenda of any sort. Organizations of a religious nature (such as a church, mosque, synagogue, etc.) would not be allowed, as putting enough like-minded people together invariably leads to them wondering why they don't have more say.
-Full disclosure of non-strategic political on-goings. The government should act as a horse's reigns, not the blinders on its eyes. Decisions would be made in favor of the national population as a whole, not specific people.
-Very strong focus on science and technology. Knowledge would be the opiate of my masses, and our advancements (aided by a lack of government meddling in humane research) would be our source of national pride. Besides, if they're just giving this land away, it's obviously not rich in resources, so our main exports would have to be manufactured materials (from imported resources) and knowledge. Hopefully, our progress will set an example for the rest of the world, but more likely, many people will demonize us for simply being superior... hence, the mandatory military service.
-True international neutrality.
-Population would be kept low (but not so low that we're incapable of self-sustaining) so that the population could be thoroughly monitored; after all, the less mud there is to kick up, the clearer the waters shall be. Basic rights to privacy would be allowed, but you won't be getting away with anything heinous. Also, fewer people to worry about means being far more streamlined.
-All commonly recognized physical crimes (murder, rape, battery, child molestation, etc.) are still serious offenses. Recreational drugs, however, are legal, with the exception of truly dangerous narcotics, which would still be available, but only under heavy regulation. The right for civilians to possess firearms is in effect, but naturally, it would also be regulated.
-Capitalism is out, Socialism is in. It's hard to have a sense of unity and pride as a nation when it's divided amongst itself by degrees of monetary standing and power is disproportionately allocated mostly to the wealthy few.
I could go on forever, but I won't. By the way, I realize that some of these may contradict each other somehow, but this is all hypothetical. There's no point in developing an entirely flawless, perfectly integrated goddamn system around a few concepts just to slap it onto a forum.
