I don't know much about England, but Imagine Hypothetically: the London football(you got soccer, we got gridiron) team had no room to put a stadium. The developers go to the next closest/cheapest state/province where there's swampy meadowlands that no one cares about, and they start construction. The small-town's folk are ecstatic, they get all this new tourism. It's also more expensive to live in London, so they come to the small town to buy less-taxed wholesale items. Some of the more 'frugal' London people decide to move to the small town, causing it to grow. When the people who still live in London see, "Oh that guy moved to the small-town? Good, I hated that guy, that town must hell-hole now." But then, this is all just speculation.

London refers to New York City and its residents. New Jersey would be the "small town". There's not much actual difference between the cost of (Northern) NJ and NYC as a whole.
