I agree with both choices, but if I have to choose 1, then Excel Saga. It is demented and wrong on several levels and that's why I love it. Watch Cromartie next though.
Not to give any spoilers, but the last two episodes of Excel Saga = Pure genius.

Clannad: Dont watch the anime, read the VN instead, seriously.

Berserk: Pretty awesome, also has a sequel in the making. Finally.

Cromartie High School: Great humor, what else is there to say?

Penguin Musume Heart: Why would you even want to watch this? It's garbage.

Sugar, A Little Snow Fairy: Nothing much to say here, cute, childish anime aimed at little girls and 30-year-old men.

UFO Ultramaiden Valkyrie: Not seen, doesn't look very promising though.

High School of the Dead: Ugh. No. Zombies + anime sounds like it could have potential, but you won't find it here.

To Aru Majutsu no Index: I hate Index, but it's got to be popular because of something, so try it, I guess.

Gurren Lagan: Brainless thrill ride, very enjoyable, not very sophisticated. (That means it's good)

K-On: It's alright, but I've seen better humor and better moe elsewhere.

Excel Saga: Decent humor, often hit and miss however.

Welcome to the NHK: Great, still one of my favorites, although the book and manga are slightly better than the anime.

Moon Phase: If I say I liked it I won't be able to face myself in the mirror. But I did. Not much to say about it, cute characters, silly story, fanservice, etc.

Sayonara Zetsubuo Sensei: Amazing art, great humor, goes "extreme" in second season, which you may or may not like.

His and Her Circumstances: Never seen.

Love Hina: Don't know, I liked it but it's so old now I highly doubt it's still very enjoyable. One of the first popular harem and it's been copied to death.

In conclusion: How should I know? You threw several genre on there, so watch what you want. If this is everything on your list, I'd say:
Action: Berserk, TTGL
Humor: Cromartie, Sayonara Zetsubo Sensei
Slice of life: Depends, either K-On or Sugar, whatever has more "appeal" to you.
Romance: His and Her circumstances (because you'll read Clannad)

Oh and add NHK somewhere on there, too.

Out of that list? I'd probably say Clannad. I've only seen a couple of episodes myself, but i hear the ending is very QQ. So... you've probably got to be in the right mood for that one.

I've only seen a few episodes of Welcome to the NHK, but i liked it. From what i could understand it seemed to be a very thought provoking - if depressing - anime.

As people have said, it all depends on your mood and what you're after exactly. But those are just the two i would sit down to watch out of that list.

Clannad and Clannad After Story. Seriously you have to watch that, it's awesome, but may leave you depressed and happy by the end of it all.

Highschool of the Dead is a blast, once you can look past all of the fanservice and there is a hell-of-a-lot. It's slightly annoying but it does add it's own humour in my opinion as well.

Highschool of the Dead, I'd say, since it's the only one from that list that I've watched.

And while it does have a lot of fanservice, I...for some weird reason, I really, really, REALLY enjoyed it. I wish they'd release new episodes. *grumble* *grumble*

Welcome to the NHK is probably the funniest (actually funny. Not "hohoho BREASTS") anime ever made and is certainly the best show on this list.

Index is also pretty solid.

Watch Welcome to the NHK last. Then you have the sick realisation that you are just like a few of the characters after just watching the rest of them.

I'd go for either Sayonara Zetsubuo Sensei, Welcome to the NHK or Berserk.

The rest all have vastly superior identical copies out there. Although in most cases those superior version were there years before them.

I never understood the fandom of Gurren Lagann. Seemed cheesy and childish to me.

I haven't seen all the anime in your list, but I had a fun time watching Welcome to the NHK.

High school of the dead really impressed me with its visual style and well animated episodes.
It's a great anime for that.
It's a shame though it can't go 5 minutes without a pervy scene/shot.
on that note: Episode 7...it's so pervy it might as well be Hentai.

If you want some MANLY story: Berserk

If you want to laugh: Excel Saga or Cromartie High.

Have fun.
