Title says it all. I'm going with Canada on this one, since we're quiet and have a very small army. And they're all away cleaning America's mess up. Again. :)

EDIT: Stop saying Sealand. I'm talking about actual, official countries. Aerican Empire doesn't count either. In fact, ignore the entire Micronation thing for a while. Carry on discussion.

My money's on Lesotho. Hard to start WW3 when nobody in the world has heard of you (and, with a >30% adult HIV prevalence, hard to find enough guys to field a soccer team, never mind an army.)

But no, still Canada. Maybe Sierra Leona, but I'm here right now, battling a smallpox outbreak. They are in NO condition to start a war.

Actually we will probably think we can take on some country like Korea then realise that we're not as strong and awesome as we think we are...

Maybe New Zealand?

OMG WAIT: SEALAND! The "country", which is really just a disused oil rig/helicopter landing pad in the middle of the ocean, doesn't have any population. Yet it still has a King and a royal family.

Probably Portugal. Its pretty difficult to be taken seriously when you're just a quiet fishing neighbor to the big tourist hot spot that is Spain.

Only as of 1815, since the Congress of Vienna. Before, Switzerland was basically a loose affiliation of nation-states that went to war with and against each other at will. But I'll agree that Switzerland is the least likely to start it, which is why I'll flee to it when the first shot gets fired.

And I'm not too sure about Canada. I could see our government declaring war on Iran or North Korea, if the wrong prime minister gets elected.

Yeah, I'm down here helping smallpox victims AND keeping back a large reptile infestation. The big ones have NASTY claws.
