OT : Well, I can't really say any "country" is any less likely than a lot of others. I mean, sure, Luxembourg is too small to start WW3, but right now even big guys like the UK and France wouldn't start WW3. Unless they ended up with an absurdly crazy leader, but guys like that tend to not reach high offices.
Technically by this rule I ought to say the US, too, but I'm not so sure on that. I can see them intervening somewhere and causing a problem.
Although most countries capable of starting the war won't, and those that would can't. And there's always the Nuclear Issue to think of. It might not get to be WW3, just a big ole Nuclear Strike.
alot of people are saying Switzerland, but I wouldn't put it past the Swiss to end the world for us. this is after all a country most likly founded by the knights templar and which gives every one of its citizens an assualt rifle, a bandalier of grenades, 6 pounds of c4, a list of bridges they are responsable for blowing up and a set of keys to the garrage where the neighborhood keeps the comunity tank. Besides thanks to Hitler the swiss are the keepers of the gold that is the foundation of all of europe's currency so if the euro keeps falling like this people could get very stupid ideas and the swiss might preempt them.

Ever since they invented western civilization about seven thousand years ago and hocked it to the egyptians they haven't done a god damned thing. Ireland. The IRA are better trained and equipped than our actual army, we have no tanks or heavy wargear, and anyway, by the time the government are finished wrecking the economy and turn their attentions to starting a war, the country will be empty as everyone will have emigrated.
