Breen is a great choice, because there are men like him EVERYWHERE, IRL. Smooth talking sycophants and enablers of evil, self concerned and ego centric. I wouldn't go so far as to say he's Hitler evil, because he doesn't really have his own evil scheme, so much as simply taking an opportunity to ensure his own relative comfort as the ***** emissary of humanities new alien overlords while selling out his own species.

As for the poster to listed God, there's merit to that discussion in as far as depictions within a given context, but just throwing one word out there is kinda low-content trolly polly.
Running with the idea though, I think one of the best villainous depictions of the Christian god is in the DC Vertigo comic series Preacher:
Personality wise in the above mentioned comic depiction, he oscillates in a bipolar old testatment / new testament appearances, when he's getting any frame time.
He causes all the pain and horror in the world because he's "lonely". He gives people free will, but then shits on their life to see who will still love him. A mad puppeteer blighting his creations with pain and misery so they turn to his light and at rock bottom, offer themselves to his mercy. In his own defense, he says, "You cannot know the loneliness of being a creator before creation", but that doesn't hold up in my eyes or the eyes of the other characters in the story.
