Because what is bad to some people is good to others. And sometime they are put under pressure to meet a release date and occasionally it is just a quick cash in.
But most of the time good and bad are two completely meaningless words, all that exists is varying opinions.
I agree with you in part. The place where things really fail very often (even some better games) is storyline though. It doesn't take that much to work up a story. Even if you just pay some high school kid to draft you an outline. I've often reminded of the laughing scene from final fantasy. ...and most the games nintendo has ever had something to do with.

1. Because something you consider bad might be good to someone else.
2. Developers under pressure with limited budgets/time.
3. Quick Cash-ins, usually based on movies or TV shows.
4. Developers simply spending millions invested in a game, I mean, if you dropped $50,000 to make an indie game, and it ends up sucking, you'd release it anyways at least to see if you can make a bit of it back.

Because they still make money...
Sonic Team doesn't care how bad their game is, the fans will still buy it hoping it won't suck. It will, of course, but at the end of the day Sonic team still made money, even if their disks all end up in a landfill.

Because fanboys will buy it regardless of how shitty it is, so the developers have no desire to try to make a good one.

Why make a great game when good sells so well?

The way this dance works is if a publisher believes that if a (certain degree of) profit can be made then they will invest in the game.

At least we always have the choice to express our opinion about the games, and listen to what other people have to say.

Ever had an Idea you thought was great but everyone else thought was terrible? I have, plenty of times. Thats generally how bad games get made. It's a shame really, the world will never know my magic trick with the double jointed emu.

My guess is someone didn't plan ahead and the developers are throwing things in and taking things out, wasting time with things that don't matter, not leaving enough time for things that actually matter and TA DA! You have Mario Kart Wii.

Then you have the developers that don't have the talent to know what a good game is and don't care at all either, thats how games like Tiberium Wars exist.

Because you touch yourself at night :p

Because it is really easy to spend a small amount of money on a cookie cutter game and then hype it beyond reason then to actually spend your time on effort on something. It is just buisness now and people are dumb enough to buy into it.

One mans rubbish is another mans treasure.. There are people out their who like 'bad'(in somebodies opinion)games and there are people who don't like 'good' games. It's like some people don't like the colour blue and loves the colour pink while others love blue and hate pink

Everything I'm about to say does not include Sonic Team, who do in fact appear to have gone insane.

Game developers and game publishers are two different kettles of fish.

A game developer is a guy with great ideas but no money.

A game publisher is a company with lots of money but no soul.

So Mr. Game Developer comes forth with great idea, and is given the cash to make it, but all along the way Mr. Publisher is peering over his shoulder going "no, don't do that, too risky, too innovative, might not sell. Do this, it's proven to work. No, don't do that, too expensive, we need to maximize profit. Oi, speed up, we need to get a christmas release out"

And if, against all odds, the developers actually make a good game (such as Bioshock)

Then the publishers speak the words that make developer and gamer alike cringe

"That was a success! Now make a sequel"

Bad games are made because bad games sell.

The ignorant masses (present company excluded of course, I'm sure we're all indie-game playing saints who never bought anything from a developer not based in a garage or basement) just keep buying the generic crap that comes out.
Sure, they complain a lot afterwards, but that's not really the point for the large corporations, the "handing over money to our evil empire" step was already gone.

To at least pretend to offer a solution:

Bad games are made because not enough playable demos are released.

So they're cheap, easy games to make in the first place. just look at EA, you'll see what I mean.
Also any game with a big brand's name is on or game character, will assure the games to be sold like hotcakes.
