THey're not, they just seem stupid because their either stoned, or recovering from being stoned.
Why Are Stoners Typically Depicted as Stupid?

I would hazard a guess that it has to do with the wonderful force (that I hate) known as propaganda. After all, a war on drugs is pretty hard when people know things like the truth about marijuana.
Stoners are often depicted as being stoned all the time too, so that might be part of the reason. It's one of those whole stereotype things. There are still smart stoner characters, but it's usually when their drug use is portrayed as "tragic" (IE Dr. House)

Marijuana makes people appear slow because it slows down reaction time and affects short-term memory.
I enjoyed the occassional toke in the past, but even then I recognized that the people I thought were brilliant when we were both high seemed goofy and easily bewildered whenever they were high and I wasn't.
Back then I would write whenever I got high, and the vast majority of what I wrote was virtually unintelligible, even to me. There were occassional insightful pieces, but most of them were a disorganized mess.
While the tendency of Western media outlets to demonize drug use while glorifying alcohol and tobacco use may certainly play a part, I'd say that the origins of this stereotype are much less insidious. Prior to movies and comedy albums that were actually made by <link=http://en.wikipedia.org/wiki/Cheech_and_chong>stoners, the media tended to depict heavy marijuana users as <link=http://en.wikipedia.org/wiki/Reefer_madness>psychotic killers. I'll take this stereotype any day. It's much more benign, and much closer to reality.

I've known a couple of whip-smart stoners but they had this problem where at least 80% of what came out of their mouths was about getting stoned. Bored the piss out of me.
Everyone I know who is in fact a stoner, is a complete dumbass, whether they are high or not. And trust me, I've seen quite a lot.
The only exceptions for me are my oldest brother, who is quite intelligent (if a little scatter brained) both ways, and one of my close friends, who's practically a genius, who only smoked for about a month. I've never seen him high though, so not sure if that counts.

I just get stuck on small insignificant details, forgetting something that's blatantly obvious, or resorting to some ridiculously anal logic that doesn't make sense to anyone who's sober. So yeah, pretty much what you said.Draithx said:

Stoners are depicted as being stupid because no one gets stoned and then records a video of themselves doing something brilliant. The word "stoner" does not mean "intellectual achiever". Here's another juvenile question: Why is Hitler typically depicted as evil?
my dad has a phd in civil engineering,he smokes pot most of the time (other times he's working) and he's still the smartest guy i know.
No clue, but I knew a girl in high school (still know her) who did pot and rarely some hard drugs (also she drank) and she did way better in school that I ever did. Which is funny because during Christmas my mom decided to bash her right in front of my so I decided to correct her on her assumption that she was doing worse that I was. She was in fact a student in those neat Spectra classes, pretty much a class you had to maintain and 90% or better to be in.
