If possible, try it with your old graphics card. I'm with Danny on this, it sounds like a POST problem. With second hand parts, I would be inclined to think about shorted parts... Basically if you've got any static electricity stored in your body when you pick up a part, you can short it out. @ whoever asked for his OS... He's not able to start the friggin thing. As in, it doesn't even begin to load the OS.
Also, check the load on the PSU. It might be that your new graphics card has pushed it over it's load limit.
