Two Worlds.
This. Although I heard that the devs ran out of budget, so had to record the voices themselves instead of getting voice actors.

As much as I love this game, Symphony of the Night has TERRIBLE voice acting. The guy who did Dracula was bad but the Succubus literally had me burst out into laughter.

Worst ever: Chaos Wars, by far. (http://www.youtube.com/watch?v=jyNjSAv_OuY)

Top 5 excluding the horrifically bad example of the previous game:

House of the Dead 2 (Goldman in particular was horrifically bad)
Resident Evil (Jill Sandwich)
Resident Evil 2
Final Fantasy X
House of the Dead 3

Spartan: Total warrior. It had the guy from the Frosties Ad in it. The Spartans were voiced by Americans and the enemy Romans were voiced by dodgey English voiceover. TRAGIC

I put all of yours to shame.

Bloody Roar 4

First off, you know how you make silly kung fu shouts with your friends when you were 10 year old? Every character sounds like that in the gameplay. Strangely, the previous game had better voice actors when all the character models were EXACTLY the same. I have no idea why they didn't use the old actors. The least they could have done was use stock voice clips from the old game.

Secondly, the actors are no better in the cutscenes. They sound incredibly silly and inappropriate. It's like they try to sound epic, but instead, they overdo it and sound stupid. They're like drunks attempting to sound serious.

Thirdly, the cut scenes are HORRIBLY dubbed. They didn't bother trying to lip sync at all. Instead, they made the voice actors stop abruptly in the middle of their sentences in a crappy attempt of pacing the speech with the lip movement. It turned out worse as characters will say one or two words and then spend 3 seconds moving their lips.

Fourthly, the story is convulated and lame, the characters are incredibly cliche, and the overall plot of the entire game series is so haphazard and confusing that i've played almost every game in the series and STILL don't understand what's going on. This is the whipped cream diarrhea ontop of the turd icecream that is the voice acting.

In the end, you get the worst video game voice acting ever/

Yuna from Final Fantasy X ... Especially when she rhymes every time she uses a new spell!

I'm also not a big fan of Ron Perlman either, for some reason he is in EVERY game.

Maybe not the worst, but Oblivion is pretty bad. I love the guards, though. Specifically for the cheesiness of their lines.

THEN PAY WITH YOUR BLOOD!

The English dub for the cutscenes in Megaman X4. They're not so bad as they are unintentionally funny. (spoiler warning) http://www.youtube.com/watch?v=VLAph-zUzzY

The first Megaman Legends also featured awkward voice acting, though like Megaman X4, the awkwardness was probably unintentional. (early videos, though not much of a spoiler) http://www.youtube.com/watch?v=M4dY0yA1Dy0&feature=related
