Well, I'd sneeze, killing all sentient life on the planet, then have lunch. Then I'd spend the rest of my life being the only animal around, and therefore being the only consumer of available resources. I'd also practice gymnastics and swimming and fighting (with a strong and long and straight branch or something) among other things.

I would check to see if it is habitable

then since I would never find a planet without a vast space navy I'd set up a planetary defence capable of killing a space fleet double of mine own.

Then I would choose a place the most like my own climate and set up a capital city of my world wide country based on mine own rules and laws

First, look what i have. If there is a sapient alien race with primitive civilization, i'd study their psychology and culture, then try and set up appropriate form of gonverment (i.e. if species were not too competetive, i could try communism).

If they have an advanced civilization (level of our at the moment or higher), i'd probably try to integrate into their society.

I'd spend twenty years or so observing their culture. When I understood more about their culture I would attempt to construct a government around their deepest drives. By manipulating those fears, needs, and desires I would turn them into a slowly expanding nation of warriors.

Then I would die and leave the Galaxy properly screwed at some distant point in the future. At which point I would have a large statue of me begin to laugh maniaclly. Just to confuse them.
