If you don't know, it sets up a queue of videos and plays them when the video youre watching ends. Automatically. Without your consent. And you have to turn it off every single time you go to another video. I should also add that i'm pretty sure it only shows up if you sign in to a Youtube profile. Which i do to keep a favorites list.

2. It's there website and you're visiting it, so you can pretty much toss your 'without consent' argument down the gutter.
3. If it's that much of an issue for you, just don't go to YouTube anymore.
