My sister is actually having this issue (line froze in AC unit) and the company says there's a leak and will require $20K to fix. Oy.
Fuck that; tell her to get several other opinions. We recently had some A/C repairs done, too; expected maybe a few hundred dollars-worth, worst case a grand. When he finished his inspection, he sat us down and said $13K. Our jaws dropped. Fortunately, he had several cheaper options for us to explore if we didn't need it "perfect" again, which we of course did. I hope your sister finds a better deal than $20K; that's fucking insane.
I wrote to her and told her that a frozen line sounds more like a blockage than a leak and to have the vents professionally vacuumed out (something I did for under $1K for allergy reasons).
But yeah, that is the best advice. Get other diagnostics and quotes.
Does your sister own an office building or something? Because fuck me, I can't see a brand-new HVAC unit costing that much for any reasonably-sized house, let alone a repair.
The unit itself is like $5K or less. She has vents running throughout her house they're saying she needs to replace as there is a leak somewhere.
