You're assuming the bill would make good things happen, and dumping trillions more into an economy that already has too much currency chasing to shortages of goods without even enough labor to unload to ships on time is not destined to be a political success the way you are imagining it. The government cannot spend its way out of an everything shortage, and dumping a huge pile of money on projects during one just adds more people competing for the same depleted inventory.
Do people understand there's an everything shortage going on? Like, funny enough coming from me, the child care portion of the big bill makes more sense to pass at this moment than almost all of the physical infrastructure projects. Like, people are trying to build houses because they have the money too, the economy has tons of money flowing through it, but the shortages have been so bad that a few months ago construction companies were cancelling projects and eating the contractual penalties because the price of materials was so inflated that completing the project would have been the greater loss. Why would we want the federal government to jump in right now and compete for goods in that market space?

(I'm going with 0.1% because 0.6% according to a Gallup survey are reported as trans but I'm saying a generous 15% of them are people who aren't interested in fully transitioning to live as their true selves and are the reason for terms like feminine penis etc and would be offended enough to kick up a stick over stuff.)It's a brain rot, you know? Honestly there's a bit of a point to the arguments as it's making the 99.9% cater to the 0.1%.
To put it another way I have Coeliac and it would be like me making it so everywhere had to serve gluten free food only. Now it would be nice for me as I'd actually stand a chance of being able to get food more places because oddly enough I can only actually eat in maybe 10% of places that serve food these days but I don't expect everyone to have to change for me because seriously gluten free food in plenty of cases tastes worse.

No I think part of the issue is the idea of the world being changed not for Trans people as a whole but a tiny portion of Trans people who are vocal about not wanting to transition but wanting to be recognised as masculine or femme as they are in their entirety so macho boobs and feminine penises etc etcSo... let's be clear on your analogy here.

During the early pandemic recession, governments did a pretty good job enacting policies that stabilized the economy through the downturn. Well now the economy is ready to rise back up, and they're continuing to stabilize us in the pandemic economy. With a freer market, things would be a lot more hectic right now, but I do believe we'd be booming back and rising to meet the existing demand. What exactly is there to fear? Everyone from the fringes to the center seems to recognize that things aren't functioning correctly anymore and that at least some change must be made. And in some areas we really should have had a reset ages ago. Global warming for instance. The current solution of either ignoring it or at best implementing half measures is a dead end. The current economic situation of wealth inequality, privatization, mechanization and the stripping down of social safety nets is a dead end.
