You mean you want Fallout 3 only without guns or the ability to engage in conversation with anyone? Really, Coldharbour is quite literally just post-apocolyptic Nirn, think Kvatch from
Oblivion (minus the fire, since Coldharbour is described as being freezing, having slugey ground, and flaming skies) at a
very high level, plus rampant slavery and molestation going on (Molag Bal is known as the King of Rape, after all), only extended to the entire game world and beyond, it might be mildly interesting if visited in small snippits, or more preferably, only once in a quest, but it would get old,
fast.
Also, I'm sorry, but saying that Elsewyr is disqualified because someone already modded it into Oblivion earns a big fat juicy
FAIL point for you, since how the mod author potrayed the provence could be completely different from Bethesda's vision of the area, not to mention that if Elsewyr were to be explored it would be happening at the very least 200 years after the Oblivion crisis, meaning it would be a VERY different place from what it was during Dagon's invasion.
That aside, I'm with you on exploring more of the Planes of Oblivion, as the majority of them sound like they'd be a blast to romp through, maybe the Daedric Shines bring you to the Prince's realm and you have to work your way to them before they give you their quest? Or they send you to the realms of princes they don't like to wreak havoc? Oh the possibilities...
