I think this is what happened:

Anonymous is realizing that they're getting major media coverage now, and the 'media' is targeting 4chan and watching what anonymous has to say.
Now, anonymous is creating fake campaigns that they want people to follow, taking their eyes away from the 'real' campaigns they are waging.
What are the real campaigns, you ask? I don't know. My guess is anon wants to keep them secretive, and this whole 'rally against snow' is a way to pull the wool over our eyes.
