I wonder if rain counts as snow to them? I would fully support an attack on rain, since the rain clouds are preventing me from staring at tonight's lunar eclipse.

So it might aswell not be there.

That's different, that's beyond observation.
If hit by a bullet you can still feel it hurt you or hear the bullet. and you because you observed the bullet hitting me.

But snow could easily be ignored by closing your eyes, and while your eyes are closed there is no way to tell if it is really snowing.
