I'm currently working on a mage character and am doing the slow, painful grind of using minor skills to gain the +5 bonuses each level.

Level 17 right now, but what I want to know is, do the enemies keep scaling up with you indefinately? Is there any level you reach where they will stop levelling up with the player?

Also, what is the highest level I need to reach to get the most powerful gear?

I'm on 360 so mods are not an option, unfortunately.

There is ALWAYS level scaling.
It did kinda annoy me that even when I was a god the monsters still posed a threat but I guess it kept the game interesting.

Yeah they keep scaling with you. Its kinda annoying... Its good in that it gives you a challenge but its pointless to train. The difficulty is always the same and training won't change anything. It feels like all your hard work doesn't really acccomplish anything.

I tried to go around assasinating people and it took me 2 minutes just to kill them... who knew jewerly shop owners were so strong

Workaround: Never sleep. You won't level, but you'll keep getting skillpoints and getting stronger. Since you do not level, the world won't get any stronger.

Yeah, don't bother leveling at all. Everything scales, so all that changes is how useless gear you've already found is.

One of my many, many complaints about the abomination that is Oblivion.

There's always level scaling. If you were on the PC I can suggest some mods that fix this problem, as well as mods that make playing as a mage much more practical.

If your PC can't handle or can barely handle Oblivion, I can suggest a nice little mod called Oldblivion that allows the game to run on older machines, and still look nice.

once you hit level 20 stop leveling because once you hit that point all items are available to you

I have a big one... attacking people in their sleep. They are asleep I should be able to slit their throat and 1hit them not wake them up and scratch their nails.

I don't know why people whine so much about the level scaling; I much prefered having a challenge at every level, rather than being a super-being and killing everything.

I always preferred leveling for getting new waysto do things, rather than just making the game easier.

After all, if I wanted to be god I would just hit "`", type "tgm" and hit "Enter" and get it over with.

Everything is scaled based on level, not stats. Things stop scaling up at 25.

The point is in seeing yourself improve and strengthen, thats why I like rpg's to begin with because I like to see things build up. It seems more like an action game with it like that.

Nah, part of the fun for me is getting all the cool high level gear. Gives a sense of progress.

I Think that the best quest rewards and items are unlocked at around level 25, although a few items, like nerve shatter in the shivering isles, max out at level 30, but I think that most enemies will level indefinitely, although weaker ones like wolves will stop leveling with you at about level 5. But then its hard to find them.

Not when all the armour is made useless because the enemey's just tear it apart

While I see your point, you must understand that part of the fun for a lot of RPG players is the feeling of starting weak and growing more powerful by practicing, using thier skills and earning thier power. It's a rewarding feeling.

You'll reach a level when goblins stop being a bunch of weaklings and start being indestructible badasses. That's about level 25 / 30, but by then you'l have all the items unlocked. Better get powerful fast. I recommend doing ALL of the Daedra Lords' quests. Apart from getting awesome gadgets, there's a surprise at the end.
