My only problem with it was that only the enemies levelled up.

You try doing bruma and keeping the grandmaster and the blade dude alive at level 20, its frustrating as all hell without an insta win spell.

(which you can make XD)
Because the only things in the main quest line that scales are the Daedric Sigil stones and the enemies, it really does behoove you to get this one done as quickly as possible.

I have just noticed actually that the Wiki lacks any good strategies/interesting descriptions of enemies. I haven't played Oblivion in a while (so haven't used the wiki) and forgot about it all. I wish that there was more "lore" or cool bestiary/other information that was more in-depth to add more to the game world.
That would be really cool. The game is so vast and packed full of history and little secrets that it's a shame a lot of it is only glanced over.
It would help tremendously with the milieu of the game's different dungeons and ruins. If we discovered more information about the Ayleids like the Dwemer of Morrowind, those specific ruins could always leave us with a different awareness than walking into a random cave. In Morrowind, the Dwemer ruins were always distinct because of the lost race's past and how one never knew if the ruin would be home to Dwemer spirits or mechanical creations, or something entirely different. The layered experience added a touch of atmosphere that Oblivion lacks as at the end of the day, even an "Ayleid" lich is never really that much more than a regular Necromancer lich or general undead.

Whenever I knew I would be fighting undead in a ruin, it never felt like those undead had a history but were instead just generic obstacles so that I could not just walk out with the treasure.

Yeah it's a pity. I've been doing a bit of Morrowind lately and the dungeons seem that bit more interesting, with the crazy mechanical contraptions and what not.

I can vouch for this as well. I'm experimenting right now with a high luck character (at 67ish right now). I've found some nifty items like a ring of water walking at level 5-6

The Wiki disagrees, but I'll definately be trying it if you guys think it makes a difference.

Hehe, the wiki never lies, looks like I just have natural good luck then. :p

i havent played in a while but i can remeber thinking that trying to chop down a tree with a blunt axe would take less hits than to kill the ordinary bandit with a flaming death sword

I'm currently working on a mage character and am doing the slow, painful grind of using minor skills to gain the +5 bonuses each level.

Level 17 right now, but what I want to know is, do the enemies keep scaling up with you indefinately? Is there any level you reach where they will stop levelling up with the player?

Also, what is the highest level I need to reach to get the most powerful gear?

I'm on 360 so mods are not an option, unfortunately.
Nope, they always scale.

While on the PC version, my stepbrother console modded his character to be level 260-something, and while the enemies scaled with him, he didn't have a problem killing enemies all - even on the hardest difficulty.

So while it does scale, if you make your character well, you can achieve Godlike status.

EDIT: Level 20 is when the best gear starts appearing on enemies.

And there comes the silly problem of bandits showing up to rob you 100 gold.. while wearing armor and equipement worth about 10000 (glass/mythril stuff).. Riiiight.

Level 20-21 is where it's starting to balance out for me.

Once you start getting the superior items like Necklace of Swords, the enemies start to get thier butts kicked no matter how tough they are.

I currently at level 21 have, through grinding, gotten 100 Strength, 100 Int, 100 Will, 90 Endurance and 60 agility... by Blade skill is 136 with all my gear and I have 44% reflect damage with paralyse/shock spells... my Breton is slowly becoming a beast :)

3 seconds of Paralyze;
1 second of lightning damage (can't remember amount, but it's high)
10 seconds of low level fire damage
10 seconds of weakness to fire (50% maybe?)

.
I made a similar spell and it owns every enemy :)

Paralyse 1 second
Shock 20 points for 5 seconds
Weakness to shock 100% 5 seconds

Then I finish them off with a few whacks of a powerful blade (my blade skill is at 130-something)

Have a similar one for fire too, as Spider Deadra and Storm Atronachs have immunity to shock.

Anyway, my point is your advice was pure gold!

What else is funny is that there is still only one highwayman trying to rob you!

I killed a half dozen of you guys literally three minutes ago, and they didn't even have the nerve to threaten me for 100 septims.

Level 30+ is maxed gear, I think. Beware, though: some quest rewards don't scale, and some scale incorrectly (i.e., the best version is obtained at a tier or two below max). The Elder Scrolls Wiki can help.

Stop sleeping when you reach level 21. Everything will be available, you'll keep getting stronger and enemies won't level.

Thank you kind sir.
Glad to be of aid. I've played less Oblivion than Onyx did, but have still logged 1000+ hours into it. ^.^
Yeah, it's great to talk to people who understand the ins and outs of the game. Fast approaching 400 hours myself... favorite playthrough so far as I have only had to drop the difficulty once (during Meridia's quest at level 14 or so... that was insane)

It's like me with Fallout 3, I know fucking everything about that game... same way Onyx does with TES4. I don't even know how much time I have on it, something like 400/450... uber nerd :D
