There's no such thing as an unmoddable PC game (okay, some you have to break the law and run pirate servers for, but still can be modded). It can be quite a pain in the arse to do it without published modding tools but it can still be done, especially after some of the clevershits out there reverse engineer the entire game and write up huge guides on how to go about it and often releasing a few 3rd party tools of their own.


As for first mod/UCC... it's usually a reskin of a weapon or an armour set.

no, you see I view Oblivion as a work of art. The very idea of "improving" Oblivion is entirely subjective, but the only way to change Oblivion at all and have it remain to be the same game is to have the original authors change it. Because it is up to the original creators to decide what is and what isn't Oblivion.
I think a house is a work of art. But if they only painted half of the front gutter and I finish it myself, I've improved it.
Also, you can't say improving it is subjective, and then go on to say "but the only way of improving it is..."

but they did finish painting the whole thing. Oblivion is a completed work.
