Good observation, BUT they are most effective when they can get the supplies they need to do their illegitimate business right? How to you get a good computer in Kenya? You can't, so you need to be somewhere where having a shiny new computer does not look out of the ordinary so large wealthy countries such as the US and Canada and European countries or places like China or Korea will have a large number of hackers (and the Middle East also has its fair share, especially in Syria and in Lebanon where they are paid to do it).
