A man attempts to marry his widows sister, is this legal? Yes, unless he didn't officially divorce with the woman's sister beforehand.
Answers in bold.
I think you'll find it's illegal to marry a dead man.
She didn't marry a dead man. She married a living man, who then married her sister, and died.

Without an official divorce, that's illegal.

No, look at the tenses.

"A man attempts (current tense) to marry his widows (also current tense) sister, is this legal?"

For the woman to currently be his widow, he must have already died.
But the attempt at marriage is current too. So, as he is currently dead, the current attempt at marriage must be between a woman and a dead man.

OK, get your math hats out for this one:

As I was going to St Ives, I met a man withe seven wives, the seven wives had seven kids, the seven kids had seven sacks, the seven sacks held seven cats, the seven cats had seven kittens. How many were going to St. Ives?
One.
I tell this to my friends ever few months and they never remember.
Those types of riddles are best spoken, it's more of a memory type of thing. With the text you can easily look back.

I just realised that he got it wrong. it goes like this:

As i was going to St Ives, I met a man with seven wives,
Each wife had seven sacks, each sack had seven cats,
Each cats had seven kits,
Kits, Cats, Sacks, Wives,
How many were going to St Ives?
Hmm, that makes it slightly more confusing

Fun Fact: St. Ives is a neighborhood close by me.

A man goes up to a boy and says

I bet $20 i could jump higher than the house.

the man walks away with the $20.....how?
The house can't jump.
The other version of this one that I've heard is where the man says "See those houses over there? I bet you $20 if I take my shoes off I can jump over them."

You have 11 sticks of the same size. How can you make them 9 without removing, breaking, or adding more?
Simply arrange them into the shape of the number 9?

Interestingly enough I was asked a load of riddles today. Here are the ones I remember.

A man attempts to marry his widows sister, is this legal?

In a bungalow, everything is painted purple, the windows, the floor, the curtains, everything. What colour are the stairs?

How many pairs of animals did Moses put on the Ark?

Is there a 4th of July in Britain?

How many months have 28 days?

The maker doesn't want it, the buyer doesn't use it, and the user doesn't see it, what is it?

No doubt the intelligent members of the Escapist will know the answers instantly =P, but it was worth a try.
Nope, necrophilia is wrong
There aren't any
Moses didn't have an ark
Yes, there's one everywhere
All of them
A coffin

This thing all things devours:
Birds, beasts, trees, flowers;
Gnaws iron, bites steel;
Grinds hard stones to meal;
Slays king, ruins town,
And beats high mountain down.
