Oh yes, because Gears of War is so well known for its psychological development, deep characters, subtlety and atmosphere.
Dom is better characterized than any Resident Evil character. Play the GoW series in order and you'll see that it's true.
Dom was a great character, so was Marcus, both had great development but... There's one major flaw to every single Gears character (let me quench any hatred already, I love Gears of War, like A LOT). the major flaw is that the story relayed through the main medium (the game) was indeed shallow and did not give us enough space to understand or even have feelings for the characters, only when you READ the books, you'd feel the depth of the story (still simplist, but at least it's deeper) and the HUGE complexity of the characters, Baird for instance is almost unlikable in the game, but after you read his passages in the books you understand his actions in the games. The flaw being that one shouldn't go for books, movies, animes, whatever, to get such information, but that's my opinion. I just feel the main media, whatever it is, should tell the whole story, the other media should act as accessories to go deeper into what you already know, or simply tell untold stories...
Resident Evil characters have a sort of persona I can't identify with, I usually laugh at their "emotional distresses", but that's simply because, as much as I LOVE Japan and Japanese culture (I really want to visit Japan asap, and Russia), I will NEVER be Japanese, I will ALWAYS be a tourist, a fan of their culture, but I can read and understand the culture, but I'll never be part of it. In short, I MUST admit, the RE characters seem ridiculous to me, but I do believe that is more out of cultural strangeness than anything else; and I readily accept that the Japanese audience would feel the same way about the Gears characters.
