Well, I have no programming experience. So no.
But, assuming I did, I could make a really good game for myself, but I doubt it would sell well or appeal to a large audience.

Not better than anyone else, but I think if I had the go ahead from a company, I definitely could make at least a good game.
I could think of good game ideas, however I don't actually have the skill set needed to create actual games.
And it's likely a lot of ideas (both mine, yours, and anyone else's) probably wouldn't be that viable from a programming perspective.

Money and Programming capabilities are the issue here. Too many people I know have great ideas which are killed because they cannot be programmed efficiently or the scheme of things are too big that it costs too much to make.
I COULD make a better game, but it will under alot of careful management, resource planning and just generally trying to not flagship the company.
For example, I took Game Design, Graphic Design, and Story Implementation in game mechanics, but I don't know programming, and if you higher a newbie in this area...well...

U as in Ubisoft? Because they could make a lot better games then the generic "Gah! Russians are being all Russiany, shoot 'em for America!" Tom Clancy games they've been making for a while now.
I think by "make better games" the OP means "could you come up with better ideas?". I treated the question as if I were chosen by a major developer to have complete control over the development of my own ideas.
Honestly, I think I have a few ideas for games that could be best sellers. I've got one in particular that I feel could be perfectly balanced(online), have a good, long, ORIGINAL single player story, and enough replay value to make people want to play it for years to come. Not to mention the amount of customization it would have.

Makes them? God No. Last time i even tried to use flash it ended with me crying in the shower drinking bourbon from the bottle.

Coding? Hell no. I think I could make a decent story, but nothing spectacular. I could make good design and gameplay concepts though.
Anyone could make better games as long as they had the resources. The only reason we aren't seeing better games is because money is a limited resource. Sure, I've got a couple ideas that could be fucking masterpieces, but there aren't too many people who don't have a couple ideas like that. Given unlimated resources, of course I could, but so could anyone.
