That was Zangief's Super Move from street fighter. You can see a silhouette in yellow of zangeif behind her when sahe does the move. Anyways, I loved the ubisoft/skynet joke, and the red dead redemption joke!
I know its old but I just re-reading it and only now I noticed the cop is about to turn into Blanka. I remember one of the bonus levels of SF that you had to break a car and then a Blanka cop appears...
