I appreciate it when it's there, but it isn't a prerequisite. My housemate seems to think that's all that matters in a game, but time and again he has finished games and said they were crap.
The graphics could look PS2-esque, but have the most captivating story in video game history and great gameplay, and that would be a good thing. Making a game that plays like Sonic and the Black Knight and has a story comparable to 50 Cent: Blood on the Sand look like Crysis, will be like sprinkling glitter on dog shit.
Don't get me wrong though, an actual prerequisite of great game design is making an effort in all areas of the game, obviously graphics included, because presentation is important.
I think really it should be a question of do you care about photo-realistic graphics? I assume that's what people think of when this is brought up, as artistic graphics don't seem to come into the equation.
