Doom 2 (which Doom 4 will be based on) was always intended to give the illusion of walking around in a huge American city. I don't see how actually making it a believable city would be a bad thing.

The marine stepped through a portal that took him back to Earth after he defeated the Spiderdemon in Hell (Doom, Episode 3: Inferno). That was followed by a short and peaceful scene in a green field, before the marine turned around and saw black smoke rising from a nearby city (also, impaled rabbit heads).
The instruction manual for Doom II detailed how he quit his job and turned in his weapons before the demons hit Earth, though, so the scene in the original Doom doesn't appear to be in continuity, but that still doesn't change the fact that it was on Earth.
