Yes. The problem is that USER A is posting repeatedly with no break between them. If there is a legitimate reason for the seperation, like for instance if he is talking about two unrelated topics, then it is excusable. But this is never excusable:

I'm not sure if I'm right about this, but one reason this could be happening is because not everyone likes to read every response to a post, they just read the last page or two, so if you want to make another statement or change something you said earlier and want people to actually read it, people make a new post so it shows up at the end.

Let me see if I understand. You mean they go into a long topic, post something, it gets longer, so they post a change at the end? That's not really double posting in that case. Like I said, double posting is when you make two posts right next to each other in a thread.
