I think it has more to do with with that Ellen Page is the perfect example of the "girl next door" type, which is getting popular. And because these games still want attractive leads without using the obvious hot model character, they use the next best thing. Heck, I always thought the new Lara Croft resembles Page more than the older Lara looks.

Bit ironic hiring real actors to do mo-cap and voices for virtual actors in a game, used to be understandable as FMV was the thing those days but these days most of the cut scenes is CGI and / or in engine work.
Think how much you would need to pay to hire Ellen Page over say some decent talent voice actress and get one of the ladies on the dev team to do some moving about.
Its mostly about PR bullshit to be honest, 'we haz Ellen Page in our game buy it'
( I know she isnt in The Last of Us, but the other game - point is still valid, in gaming we have virtual actors so why pay the extortionate wages of real actors ? )

I know I wont put down a fun game if the cut scene acting isnt up to movie quality, I want to play the game not watch it.

In regards to the voice, perhaps there is a slight similarity, but then some people sound like other people so there's not much to go on there.

I never saw the similarity till it was pointed out to me, and even then I didn't care. The problem is there's only so many faces possible so everyone's going to resemble someone else. Countless times I get told certain individuals resemble me...
