That is Xykon, the main antagonist from Order of the Stick. This guy is filled with so much charm that you can't help but love him. Between his inability to remember the main character's motivation and his unusually cruel sense of humor, it's hard to resist his charms.

Just don't underestimate him. He can quickly switch from affably evil [http://tvtropes.org/pmwiki/pmwiki.php/Main/AffablyEvil] to complete monster [http://tvtropes.org/pmwiki/pmwiki.php/Main/CompleteMonster] in a matter of seconds.

Hes always been my favorite "villain". He isnt necessarily evil he just sees humanity as a threat to the mutants and is acting to protect them by any means. Being played by Sir Ian McKellen in the movies doesnt hurt eather.

Hazama from BlazBlue for sure. Best character in that game. Also Takaya from Persona 3. Some of his lines were truely epic and his voice was just amazing...

My name says it all. Ghaleon from the Lunar series. He was just so cool and completely turns the game on its head once you really got to know him.
In an article in gameinformer/nintendo power (its been a long time so I can't remember which magazine,) the creater of Lunar Dragon song on the DS said that their new villain was even more hardcore and cruel that Ghaleon....
I waited through the entire game and never saw a tiny bit of evidence to back that claim up.

Well already mentioned but Reaver...he's like a Dorian Gray mixed with Oscar Wilde!!!!! excuse the obvious who created who....and second is Caesar from New Vegas...out of all the options I had to go with Caesar. He was the only one who had a stable future for New Vegas free from Raiders, Mega Taxes and poverty.

What about all the slavery and misogyny and so forth?

Women are put into the Priestesses if you are familiar with that Ancient Rome ritual where the women bring the Fire from Troy, that is the female role in the Legion's Society. As for slavery....the most looked upon societies in history had slaves from the Greeks, Italians in the Renaissance, Romans, America till 1856. It is necessary for them, they'll grow out of it.

Hmmm that still dosent justify it by no means, not when other socities can function without slavery, I would rather be a dirt poor junkie in freeside than a legion slave,

and I disagree that legion are the best option Like I said before its not perfect but it functions, you honestly think goodsprings would be better if the legion took it over?

I agree, to me his is a villan no questions, but he just so gosh-darn resonable that its hard not to be convinced, I do think he has good intentions but his methods are bad

however he is charming and manipulative so we dont really know how good/evil he is, I will say it was satisfying to say "fuck you" to him and not try and secure humanitys dominance

He realized the error of his ways and momentarily wrestled control of his mind from Sovereign and killed himself. He neutralized a threat to the galaxy (himself) and died in possession of his own mind.

Its not that I like these guys better than the Protagonists because the protagonists suck, its just that I really do like them as villains.

I gotta like the Helghast from Killzone. Even though they are the 'Antagonists', by all rights they should be more like the 'heroes'. They were forced from their homes by the so called 'Protagonist', and they are finally striking back and slowly defeating the (evil) 'Protagonists'. While they are technically the 'bad guys' and are a total dictatorship...it's kinda hard to hate them for it, considering 'They' are the same type of characters you spend every other game playing (The oppressed rebels who rise up and raise a army to combat against their cruel oppressors, so that they can reclaim the land...er...planet that is rightfully theirs).
